Tobias Summers, the prime suspect in the kidnapping and sexual assault of a 10-year-old Northridge girl, faced a judge for the first time Thursday. He was formally charged with 37 counts of kidnap, burglary and assault. The girl's family also released a statement Thursday, applauding law enforcement for capturing Summers.
